Help with ID and Age, please

I found this several weeks ago (no time to fight with pc) in a farm field. I'm fairly new to this hobby and I do not know diddly squat! To me this looks to be a buckle of sorts for a tie down strap. IDK? It's not real old, but it doesn't appear to me to be modern either.
