help with identifying lock maker

I found a Heart shaped lock that has the Initials V.R underneath the Crown and the name Jacot & CO. under that, I have searched the internet and have not found a company of that name that made locks. I have found a Jacot & Co. that makes watches but no locks, I would really appreciate the help.
