It looks like one end of a broken "dog bone" wrench. If you do an internet image search for 'dog bone wrench' you will see many varieties. Newer ones are made with swiveling socket ends but the older style look like your specimen.

I used to carry a wrench like that in my satchel when I was bicycling. Having different wrench sizes in a small tool came in handy for unscheduled repairs.
