Holed & counterstamped 1915 Canada large cent

Found this about 2 inches under a curb strip in Windsor, Ontario. Any idea what the "16" counterstamp is about?

Fob for a room key? Could be lots of things.

I agree with lots of the previous comments. What you have there is an impromptu, frugal, and ersatz fob or check. It could be for tools, it could be for a room key.
