Homemade whistle?

Found two rifle casings stuck together with a notch cut into it. Appears someone tried making a whistle. Found near where I found the 57 wheat cent.
Was granted new permission’s by a local farmer, but so far I only found 100 plus year old trash. Pictured is a broken plate or bowl with its makers mark.

I had to try but nothing. Something rusty is stuck in it. Going to blow some compressed air into it and clean it out better.
