Hook thing?

Found at an old homesite. It has three hooks.

If I am not mistaken, that is a very early style "tug plate" off of the tug straps that were attached to horse hames.

Are those the remains of hex nuts on it?

It does look faintly like it could be hex nuts.

I can see it being a bracket that a spring is attached to, with different hooks to adjust the tension.
But thats just a total guess.
