Very nice ornate button! I would say civilian probably early 1800's.

Due to the shape of your brass 1-piece button's shank/loop, having no "feet" where it is soldered/brazed to the button's back, I think your button dates from approximately the 1770s to about 1800. Check the one shown in the button-dating chart, attached below.

I forgot to mention... since you asked... it definitely was manufactured for Civilian use, not Military.

Based on its similarity to Military types I can date, its a Civvy one of about 1810.
