Boyce Goff had recommended applying for a Washington State HPA for my GGT Explorer because he had needed one for his Bazooka. He posted great step by step instructions on how to fill out the application and it was pretty easy to just follow along, with just a couple minor changes for the GGT. In less than a week I was approved and received my HPA! 
Apparently WA views the bazooka/grizzly a little differently than standard sluices and since it was free and quick and good for 5 years, I decided to be safe rather than sorry.
