Hunt 106 Backyard Hunt. Old tire man and change!

Hey friends. I decided to hit the yard one more time today before work. I found a neat plastic blue suite man, a 1985 dime, 2 pennies, and some metal piece.. can anyone tell me what the silver lookign thing is? Im sure its not silver... anyways thanks!!

If I had to guess, I'd say that it's some form of cable gauging piece for measurement, judging by the numbers and the rows to fit the individual strands of the cable into.

EDIT: I said measuring, but I don't know why I didn't see it the first time, it's half of a clamp used for cable. Numbers insure right size is used, then there would be a U-clamp placed around the indents. Probably something to do with a telephone pole support cable or the like.
