I'm not sure, but it looks very similar to a couple of smoking pipe accessories which I have dug. The device fits over the top of the pipe bowl and is held in place by a sliding clamp. The theory is that the cover allows the pipe tobacco to burn longer without going out. If you've ever noticed how often pipe smokers have to re-light, perhaps this was a handy device (IF that's what it is!)

I also noticed that is spring loaded as if it did clip to something.... But it doesn't open enough to stick an ear in it....
