I found this old bell in my grandfathers things

Can barley read the inscription and have no idea what it is. He was a military man so I figure that might have something to do with it. Any help is appreciated, thanks.

It probably is a dinner bell, with the quote from Lord Byron, in which he said, "That all-softening, overpowering knell, The tocsin of the soul - the dinner-bell."
