I found this in the same area I have been finding lots of Civil War relics. Any clues? The material wrapped around the center metal base appears to me made from old paper.

Looks sort of like the base/wadding to old paper shotgun shell. Could be related to fireworks also.

I have an older paper filled shot gun shell. It looks different. The paper on that is not wrapped around the center, but I have no idea how they made these things.
