I think it's something, but what?

I found this on the beach a couple of weeks ago. The top resembles this image I found online. Could it be a fish hook that's broken? Any insite would be greatly appreciated.

Hard to tell from just the picture, but my first impression is it's a natural rock that has just eroded into that shape.
