Could this have had an artillery application or some sort?
Looks to me to be an old lifting eyebolt. The opposite end of the eye should be threaded under the corrosion. You can see the hex nut .
It's a3/4" eyebolt used for lifting or tying down. I don't it is very old because of the hex nut. older one would have a square nut.
