Looks like a 1/4 oz. .999 gold bullion piece struck in 1975 (or maybe later) for the collector/investor market-- that is, assuming it's not one of those gold-plated fake coins made for use in costume jewelry, etc. Pro Bono Publico is Latin and means, "For the public good." The bird is a phoenix. Can't read what's on the banner above it. The "Linked States" design is borrowed from the Fugio cent or Continental dollar.

Latin for "rising again"-- appropriate for the phoenix, which rose again from its own ashes.
