Identify please

I found this coin about a year ago and never thought much of it, just a foreign coin... But now looking at it again and with the help of all of you, I have a few questions. And if you didn't realize, it's the one one the right. The dime is only there as a comparison.
1. Is it silver?
2. What is the estimated value?
3. Can I get as much info as possible about it?

It's a Philippine issue (but minted in either Philadelphia, Denver or San Francisco) coin composed of copper-nickel-zinc alloy. I'd say worth about $1.00.
