not sure but my guess is that it's a buckle off a horse saddle.

Interestingi find - not sure what it could be - but interesting regardless olekyground.
 
I agree with the saddle idea, there's a cinch strap that goes under the belly usually made of soft woven rope. Now they are woven to the ring but I could see hoe the older ones could have been attached/ repaired by what could be hog rings. Just a thought....
