Indented ring mark on large boulder

Figured I'd dust the snow off a peculiar feature of this big landmark rock lining a tributary of the stream I usually trek along:

any significance? of interesting note; the small cedar sprouting from it barely gained an inch from the days we'd skip class and spend the afternoon down the "ravine" nearly some 20 years ago

from the pictures, it's really hard to associate that being created by some natural phenomena. aside from the ring there's almost an eye shape in the center. what type of host stone is it in(if you can identify). also, what area or state/ how far from the ocean? interesting find dude.
 
That's the way they took a bowl out of softer rock......
 
What is the diameter of the ring?

Looks like the start of a bore hole to me...
 
Looks like a possible start in making a mortar.

Many years ago, when I was searching for a Geocache, I discovered a mortar and pestle just into the woods. The pestle was still standing in the mortar. I should have grabbed the pestle, but didn't. Now I can't remember where it was.

Yes, in the case of soapstone outcrops, as seen here. But, in this case, the deep ring with a very close, raised outer border, looks like it would be very difficult to undercut the raised circle. But not impossible I guess....
