I have seen similar pieces from the Inupiat people of Point Hope, Alaska.

Sometimes they were simple children's toys and other times a protection amulet that held the child's dried umbilical cord sew inside, but only an x-ray or cat scan will tell which it is with out opening it up, sometimes if you squeeze them in your hands you might "Feel" something that is firmer than the rest of the filler.
Nice artifact by the way.
 

And with the little commercially made eyes they are often tourist shop items.
