Iron heel surround?

Just found this at old site,

its a pair. both Iron, with L shape profile

looks like it fit around the heel of a boot, it has nail holes

the ends are twisted on both , maybe from removing?

any ideas on use and age

the pieces don't seem to be small enough for early shoe/boot protection … Those folks were small in statue …..

With the holes it does seem to be a shoe cover of some kind
