Looks like the corrosion fissures have permeated the entire remaining metal. To me, it is not rusting like forged material. Probably not too terribly old, maybe last half of the 1800s into early1900s. If you put it on a hard surface and tapit with a hammer you will reduce the surface cracking rust and be able to see how much is there. In my experience, nails with that look will crumble into bits as nothing is left to restore.

Could be a rivet?
I'm thinking along the same line as that. (Not used) But machine made?
The early ones were solid, then hammered flat on the side that went through.
Newer ones are hollow and rivet crimper/tool does it.
