Is it a coin?

Found this thing on a homesit that was demolished in town, so the city could put in a merging lane. I have found silver1927Quarter, merc. dime, silver rosie. Minie balls fired and dropped and alot of iron....Then out pops this thing yesterday, from about 6", It weights 3 grams, Diameter 24.29mm down to 23.86 mm and it's 1.23mm thick. Any guesses ?
P.S. sorry about the pic's my camera is dead and had to take with phone

Tough enough to ID if in focus, but also being out of focus makes it even more challenging.
