This conglomerate has A1 millimeter thin skin underneath that there are various colors of pink white red chalk looks like Giant Tums gone wrong for being such a porous powdery Rock on the inside this is extremely heavy anybody know what it is

I do not know what you mean by "impactite", but this is not meteoritic in origin.

There are many types of conglomerate that appear similar to the images you provided. My suggestion would be to take your rock to a gem and mineral club for identification. If none are available in your area, a qualified professional in geology or earth sciences could be of assistance.
