Is this a Buckle? and anyone know this simbols?

I find this today, anyone know if it is a buckle and the meaning of the simbols? It was found in Sintra, Portugal.

I would say it's some kind of buckle, but as to what kind I can't help. Put it on the (what is it theard) some one well help ID this for you.

How about some more info. Like where you found it. It looks to be undug (or cleaned a ton).

Has I said it was found in Sintra, Portugal.

And I cleaned it.

It was found with a Garrett 250
