It looks as if it's probably a post-1900 "blazer" button, made for use on jackets, sweaters, or other civilian clothing. Buttons of this type are typically made of thin, die-stamped brass or copper (often gilt), with a steel back. On dug ones, the back is usually rusted out or missing. Many of these buttons feature coats of arms, and others imitate the designs of old coins. They are still being made today, and here's a modern example fairly similar to your own:
