IS THIS A LEAD BUTTON??

Hi,
I found this the other day and am not too sure of what it is. It is made of lead, and appears to be a button, or a seal?
There is some sort of design on the top.

No hole on the bottom. I think it is too small for a draw pull. I added another picture for size.
