It might be a grommet, considering it is stamped by a press female and the back side becomes male, a similar piece pushed into it would fit properly then. I was metal detecting a park some two weeks ago and found similarly odd pieces I couldn't decipher. I must say it's a hobby of wonderment, especially things of old and technology of times forgotten, you never know what you might find.

I believe what you have there is from a wooden spool. It was used to run bolts through without pulling through the wood.
