Is this an unused bird band?

Detected this today a few inches down and all folded up. Is this an unused bird band? I was told it might be a pigeon band but I just read that they are colored. It has a 2 & a 1 on it. Appears to be made of aluminum. I can't find anything like it so if it is a bird band about how old is it. And, what type of bird?

Not a bird band. .. an identifier tag off of something ..maybe nursery or agriculture related.
