No it's a corroded cent that has environmental damage.
 

The edge of the 199(4?) looks interesting.
Does that rim look like that all the way around?
Do you have a way to measure the diameter? Or compare to another cent and see if it is larger. It almost looks like it might have been struck out of collar (which might affect the rim but not the surface, which is PSD)

Yes it is like that all the way around.
It’s the size of a standard penny. Not bigger or smaller
