Looks like a Wilkison bullet not sure on the spelling.

Possibly a Maynard or a Confederate 52 two ringer. can you give us diameter measurements? In Milometers.
 

That would put it as a 36 or 38 caliber revolver bullet at .394 . The only close flat bottom bullet I could find in that range was an ADAMS, English Import. The length would be .607 with a pointed nose. Yours is flat, either cut off or fired. Union or Confederate :dontknow:. That's my guess.
 

My first impression is that it is a modern .38 special semi-wadcutter.
