Is this for a pocket watch?

I'm not really sure if it's for a watch? it kind of to me almost looks like it might be for a military ribbon? Or a ribbon maybe. It is about 1 1/2 inches tall and has a name in it but I can't make out what it is? Not worried about the name but just a little help on to what it might be if it's not for a pocket watch?

Possibly for a ladies watch. A ribbon necklace would have connected to it
