The main thing is... how clean it is in face plate with close look.
Look at the meter area and around knobs for signs of lack of maintenance. IE: salt ... corrosion... funky film inside meter area.. etc...
Basically you are checking to see if the seller took care of it and NO water intrusions.
BUT...
I will say... EVEN if it is in rough shape... they are worth money and can be repaired easily... so buy at a good price anyway.

PS... IF seller claims everything is in order... and it is obviously in working order... you can elect to pull board for inspection for past leakages etc... both from water and batts.
Which I would unless price is so good that it doesn't matter.
