Yes, absolutely a knife handle from a military mess kit. RIA co started making mess kit utensils around then. 1904 is a nice early date for these. Intact it would have brought $35 on eBay. A great website for information on these is gunboards.com (there are folks there with an OUTSTANDING knowledge...I'm sure they could tell you what the initials on the end of it mean) -Ben
