Lady Belt Buckle or ????

Found this today at an old hopmesite. Any ideas. The 2 holes are just a little smaller than a quarter.

What's on the back? It looks similar to a belt buckle that I found.

Dave,

Nothing on the back just cast brass or bronze. Back is much brighter than the front.
