I don't know what it is bobby suggested that it could have been a lead coin or token but I would love to know it has my gears a turning.

I've found a number of those too. Mine were CW areas, but also close to RR tracks. I have two stamped with RR info. One was from the Neuse RR, and the other from the Raleigh & Gaston Railroad (stamped as R & G).
Could you "STA" possibly be "Station"? Any railroads by you there in New Bern?
Any areas on that seal where a wire ran through it?

It is a lead seal ...I have found a dozen or so in CW camps along the Railroad tracks ...I just tried to take a pic to post but my camera batteries died.
 

Yeap, lead seal. Often called Bag Seals/Bale Seals/Electric Metre Seals/ RailRoad Carriage Seals etc.. Lots of uses for the same item.
 

here is a pic of some of the lead seals i have found. Most have letters and numbers or designs on them

There was a railroad near where I found it. The RR is no longer there. Thanks for the help!
