liberty shield badge?

Hey id like to hear some comments on this find...i think its brass ..It says "Liberty" across the middle and at the bottom it says "reg.u.s. pat off"..I was looking on ebay and google doing some searching but nothing with Liberty really.It was found in Dillon .SC. today along with a 1918 wheat..and some current change.Any ideas, comments are appreciated.Thanks.

First thought is liberty safe's.

i dont know.. nothing visible but rust..looks like something was round on the back at one time or another.
