Lincoln Wheat Penny with odd Texture

This penny has some odd texturing on the obverse side, on lincoln's hair and below his neck line (and a little bit into the left-field).
Is this a struck-through-cloth coin, or something else entirely?

Someone with an awl, or similar tool, had too much time on their hands. That, or someone was taking a try of making a Lincoln version of a Hobo Nickel.

I am certain there are other possibilities, but it is time for more coffee.
