Lost his head!!

Went out to dig some holes before the rain started and found a few clad quarters and dimes. I also found this but I have no idea what it is. The head is missing and it’s made of metal but a magnet won’t stick to it. It’s 4 inches long. I know one of you smart people will know what it is. Thanks for looking.

Yep, coveralls rolled at bottom, striped shirt looks like Dennis to me w/ a six shooter. I don't know what would be at the back of his knee - Horse part? the hands look like he would hold reins.
