Metal Tie Downs ??? What are they for

The coiled thing my husband said was an old muffler, #2 Some kind of face plate the whitish color part of it is plastic. #3 These are long flimsy pieces of metal one says, “TIE DOWN ENG. MODEL HT-6” the rest of them are marked, “B-P I would appreciate your thoughts!
