Looks like a grandstand in the pic. Try racing tracks for narrowing it down. Was lots of em here in Pittsburgh back that era. Still streets named for em in someplaces. Racetrack Road in Homewood was part of an original race track. All houses now but you can still trace out where it was from the given data.

Here is a pic of a track in Middletown Dauphin county from 1937. Just to the right and below the track is the Middletown cemetary. Easy to find on the modern maps. If this is it, part of it is still open ground. However, it appears to be part of the PSU campus. Go Penn State!
