Can't tell if there's a pocket behind the eagle, but similar items were and are used as part of a dress uniform, eagle goes over the guard of a ceremonial sword.

I can't tell how big it is,So I just came up with an short answer...It would make a nice parade horse decoration on the chest of the horse while wearing some type of uniform of sort whlie you are riding.Just a idea.....
But by the writing behind, it it is small>>>>>> You got me! My eyes have seen the light! ;D
Somthing they worn on their uniform.... My guess! ;)
