Thats what I see too. Doesnt make sense how that would come out of a mint like that. Even if it was a planchet error, there would still be design on the obverse and roughly equal to the amount of detail as on the reverse.

not a mint error. almost looks like it was shot and then hammered back flat

I have a clad quarter that looks similar. I found it below a washer or dryer several years back. I deduced it had fallen in the mechanicals of the machine---- specifically the drum, which wore it down making the same marks you see on the penny. I'm not sure where it is otherwise I'd photograph it.
