Found this on the MO river near st.louis no.mad of brass and has a anker stamped on it. Any ideas?

The anchor mark is likely from North& Judd, who made (still make?) a lot of brass hardware for both equestrian and nautical purposes. I'm not sure which is more likely in this case, or the purpose of the shape.
