Mystery item found in VA

Found this while metal detecting in Virginia, any help identifying would be greatly appreciated...

Lead Seal? Sort of hard to tell. Is it 1 inch across or 1 foot across?

Closer to an inch, I should also mention that the pictures are of the front and back of the same item

Did you clean it? It looks like a lead bale seal.

On the one side I think I see "IMPO(rt) SA" and on the other "MADE" and some numbers (827?) maybe in the center?

I rotated the one side to show

Thanks yax I didn't see the numbers, I guess I'm leaning towards lead cloth or bale seal but I haven't found anything similar on the interweb
