Not a artifact, no clue on rock type but looks heavily creek stained.

there are bits of Garnett in this particular rock...I think that?s what it is if it is that what does that signify about it

Many of us blow pictures up to max to look for signs of being worked. Click on picture you posted and blow it up and you will see what I mean. Easier to give informed opinion if they are in focus and of decent size...
