Naval pin or ordinary anchor pin?

Okay, I've got one more. I try not to post so many, but there are some things I can't find any info on. I found this pin at a marina. During the summer there's tons of people who go boating, but I know years ago, it was a port. All the navy pins I have ever seen have the letters on them. The only wording on this pin, is on the back and is pretty worn away. You probably can't see it in the photo because I need a magnifying glass to see it. It says "sterling" on the back. I don't know if this is a boaters pin, or a naval pin.
