Found this in an antique shop up north and havent got a clue what it is so I picked it up anybody have any idea what it may be used for

Hey Hammer81!! Possibly tongs for removing cryogenic particles out of a chemistry experiment?? I have used something similar in lab experiments!! GOOD LUCK and GOOD HUNTING!! VERDE!!

Looks to me like one of those wall-hanging commemorative plate displays. The little squared "hook" appendages on each leg are what make me think this. Could be a table-top display, but that would mean one of it's legs is missing.
