Need an ID on a couple of things

Anyone have any idea what these two things are? They were dug at a plantation that was built in 1840.

It might be helpful to know the dimensions and composition of these objects. My guess on the assembled piece would be a lady's nail buffer.

Maybe its a stretch, but the other thing looks like a sundial ring.

Good ID on the nail buffer Taz, I'd never heard of these!
I believe I can read "Tire Plug" on the second item.
Edit: the other text may say "roll fast", which was a company making mostly bicycles and related products.
