might be a "product testing lure'-- when I was younger --I got to "test drive " some of the new lures for a fishing tackle company that I made lures for (they would give me a few samples --that I could keep but not give away --in return I had to fish several times and places and report back with how it worked--

oh by the way -- I have a photo of babe ruth swinging and missing at a pitch ... what might you trade me for a copy of it (promise me you will not recopy or resell however) as I "own" the negative of it.
It sort of looks like a black devil horse lure with one blade instead of two and the eyes are on the top instead of the bottom, and the devil horse has no hair on the trailing hook.
