Need expert opinion

Any ideas on if this could be a fossil? Found in an area of abundant Woodland Indian stone artifacts in a dry (wet weather) streambed. I've been told that the stream used to run all the time until a flood in the 90's rerouted the water (goes underground now).

Without more/better photos, it still looks like a vein of rotting quartz in host rock. You could sell it as Art here in New York for millions!
